CREATION AND OPERATION OF THE SYSTEM OF PAYMENT COLLECTION ON THE ACCOUNT OF THE INDEMNIFICATION OF DAMAGE CAUSED TO FEDERAL ROADS BY VEHICLES EXCEEDING 12 TONNES OF MAXIMUM ALLOWED WEIGHT  

One of the largest projects of the Federal Road Agency with engagement of non-budgetary sources of financing is the creation and operation of the system of payment collection (SPC) on the account of the indemnification of damage caused to federal roads by the vehicles exceeding 12 tons of maximum allowed weight.

Implementation of the SPC project is stipulated by the current Transport strategy of the Russian Federation for the period until 2030. The project provides automated real-time collecting, processing, storage and data transmission on the movement of heavy-load vehicles. The principle «the user pays» is the cornerstone of the SPC project that has been implemented abroad for decades. Thus, payments are made by those who damage the roads most of all while profiting from transportation services.

The world practice demonstrates that public-private partnership is the most effective mechanism of creation and operation of a system of payment collection. In this regard the Government of the Russian Federation made the decision on implementation of the project of creation and operation of the SPC on the principle of a life cycle contract.

According to the order of the Government of the Russian Federation as of August 29, 2014 No. 1662-r, the concession agreement between the Federal Road Agency and RT-Invest Transport Systems JSC was signed on September 29, 2014, concerning the creation of the SPC, with the SPC commissioning planned for November 15, 2015.

TERM OF PROJECT IMPLEMENTATION: 13 years.

TOTAL LENGTH: the system is based on nearly 50,000 km of the federal highways network.

BASIC PRINCIPLES:

Payment for distance actually run by the vehicles falling under the category of payers;

Non-stop automatized payment collection (no human factor);
Use of global navigation satellite systems of GLONASS/GPS;
Regular monitoring of the vehicles movement and identification of vehicles falling under the category of payers;
Automatic registration of payment violations.

RESULTS:

Extra revenue to the federal road fund is expected to be up to 50 billion rubles per year.

The tariff for the movement of 12 ton vehicles will be 3.73 rubles per kilometer. The money received from owners of vehicles will go to the Federal road fund that is the main budgetary instrument of financing of the repair and maintenance of roads.

The control of the compliance with the law will be exercised by means of the system of mobile (special cars on federal highways – at least 100 units) and stationary control (frame constructions on federal roads – at least 480 units). The monitoring system will register violations in the automatic mode with photo and video recording.
